RULES AND REGULATIONS

 

RULE 1

 

CLUB MEMBERSHIP

 

 

Rule 1.1. Member. - A Member is a holder of membership certificate in his/her own name and registered as such in the Membership Book of the Shooting Club.  Membership is by invitation or nomination of a Member in good standing. Members may sponsor friends, colleagues and business associates. All membership applications are subject to review and approval by the Membership Committee and the Board of Directors.

 

 

Rule 1.2. Classification. - Membership in the Sky Range Shooting Club shall be classified into:

 

a)    Expert Member. - An Expert Member is a natural person in whose name a Membership Certificate has been issued. The Club will issue only 100 Expert Membership Certificates.  No Expert Member shall have more than two (2) Membership Certificates. An Expert Member shall pay the following annual fees and dues exclusive of the 12% VAT:

 

Joining fee: P350,000.00

Annual membership renewal fee: P150,000.00

Monthly Dues: P8,000.00

Processing Fee/Admin Fee: P1,500.00

Total Annual fees and dues:  Php500,000

 

b)      Sharpshooter Member. – A Sharpshooter Member is a natural person in whose name a Membership Certificate has been issued.  The Club will issue only 1,900 Sharpshooter Membership Certificates. A Sharpshooter Member shall pay the following annual fees and dues exclusive of the 12% VAT:

 

Joining fee: P50,000.00

Annual membership renewal fee: P100,000.00

Monthly Dues: P8,000.00

Processing Fee/Admin fee: P1,500.00

Total Annual fees and dues:  Php150,000

 

c)     Corporate Member. – A Corporate Member is a juridical person in whose name a Membership Certificate has been issued.  The Club will issue only 50 Corporate Membership Certificates. A Corporate Member shall have the right to appoint two (2) playing representatives for each Membership Certificate. No Corporate Member shall have more than five (5) Membership Certificates. A “Playing Representative” is a natural person designated by a Corporate Member to exercise the rights and privileges of membership in the Club. A Corporate Member shall pay the following annual fees and dues:

 

Joining fee: P700,000.00

Annual membership renewal fee: P300,000.00

Monthly Dues: P8,000.00

Processing Fee/Admin Fee: P1,500.00

Total Annual fees and dues:  Php1,000,000

 

d)      Honorary Member. - An Honorary Member is a person elected as such by the Board of Directors. He must be a high-ranking official of the Philippine Government, or an accredited member of the foreign diplomatic or consular corps, or a high dignitary who is temporarily residing in the Philippines.  The Honorary Member shall enjoy the Club privileges for a period of one (1) year from election by the Board of Directors.

 

e)    Immediate Family Members of an Expert or Sharpshooter Member shall enjoy the privileges of the Club.  “Immediate Family Member” shall mean: (i) the member’s legitimate spouse, as evidenced by a marriage certificate, which the Club may require the member to present prior to extending the benefits and privileges to said spouse; (ii) unmarried children from ages 21 to 25, and registered by their parent, subject to payment of a monthly fee to be determined by the Board of Directors.  Registration must be renewed annually.

 

f)      “Guests” shall mean those persons who are non-residents of the Greater Manila Area, to whom the privileges of the Club may be extended by regular members upon invitation, for a period not exceeding five days, subject to prior approval of the Managing Director. The privilege to invite Guests as well as the terms and conditions of facilities usage and availment of services shall be at all times subject to the limitations as may be imposed by the Club Rules and Regulations, and may be amended or revoked by the Board. A regular member shall pay dues for each guest introduced by him in an amount equivalent to one Shooting Package, provided that a regular member may not introduce more than two (2) guests at a time.  Guests are entitled to the use of the Sky Range and other facilities of the Shooting Club but shall not have the right to introduce other guests.

 

g)     “Day Pass Holder” shall mean those person who are Hotel or Gaming Guests who want to avail of the shooting rang after paying the day pass rate. The “day pass” will allow the holder to purchase any of the shooting range packages on a given day only.  A day pass holder will not be allowed to bring in guests.

 

 

Rule 1.3. Membership Certificates. - Membership Certificates shall be issued only to Expert, Sharpshooter, and Corporate Members and shall be signed by the Managing Director and counter­signed by the Secretary. No Expert or Sharpshooter member shall have more than two (2) Membership Certificates issued in his name.  A Corporate Member may have up to five (5) Membership Certificates issued in its name. Each Certificate shall represent playing rights in the Sky Range Shooting Range.

 

In case a Membership Certificate is lost, stolen or destroyed, the registered owner thereof or his legal representative shall apply for the issuance of a new Certificate in accordance with the procedure prescribed by the Board of Directors and conformably with the provisions of law in force at the time of the application.

 

 

 

RULE 2

 

ADMISSION AND RESIGNATION

 

 

Rule 2.1. Nomination or Designation

 

(a)       Applications for Membership. - Applications for Membership shall be by invitation or upon nomination by a Member in good standing.

 

(b)       Playing Representative. – A Corporate Member may designate only the president or a senior ranking officer as its Playing Representative. The designation shall be effective upon approval thereof by the Board for a term of one year, renewable annually upon application by the Corporate Member and approval of the Board.

 

(c)       Honorary Membership. - A Honorary Member is a person elected as such by the Board, upon recommendation of the Membership Committee. His membership shall be limited to one year after his election, renewable yearly upon approval thereof by the Board.

 

 

Rule 2.2. Posting, Notice and Interview of Applicants or Nominees. - The names of all applicants or nominees for membership shall be posted in the Club bulletin board for a period of at least fifteen (15) days prior to the consideration of their applications or nominations.  All applicants or nominees for membership shall be  interviewed  and screened  by the Membership Committee.

 

 

Rule 2.3. Approval of Membership. - The Board of Directors is vested with the sole power and authority to approve all applications and nominations for membership. In approving such applications and nominations, a majority vote of all the members of the Board of Directors shall be necessary for admission to the membership.

 

 

Rule 2.4. Transfer and Resignatio

 

(a)    Expert, Sharpshooter, Corporate Members. - A Member who wishes to transfer his share shall do so by resigning from the Club and submitting a letter of resignation to the Board of Directors.

 

(b)       Outstanding Accounts. - In any event, in case a resigning member has outstanding accounts, he shall continue to be assessed and held liable for the payment of dues and other assessments until he settles his account in full, and the Club may collect the same.

 

 

Rule 2.5.  Assignment of Rights. - Only Members may assign membership rights. The assignment shall be made by executing a separate document therefor and shall become effective only upon approval thereof by the Board.

 

 

 

RULE 3

 

RIGHTS AND OBLIGATIONS OF MEMBERSHIP

 

 

Rule 3.1. Rights of Members. -  All Expert, Sharpshooter, and Corporate Members shall have the following rights:

 

a)   to enjoy and use the Shooting Range and other facilities; 

 

b)   to transfer,  sell, or assign  his Membership  Certificate;

 

c)   such rights and privileges as may be granted by the Board.

 

 

Rule 3.2. Special Privileges. – Members are entitled to the following privileges, provided that these may be suspended or revoked at any time by the Board of Directors.

 

a)   Expert Members 

 

(i)     Gun Display Cabinet:  Expert Members are entitled to free use of a gun display cabinet, subject to reservation on a first-come first-served basis.

 

(ii)        Expert Shooting Bays:  Expert Members are entitled to exclusive use of Expert Shooting Bays.

 

(iii)       allowed to have two (2) guests per visit;

 

(iv)       Consumable F and B in the amount of P500/month

 

(v)        Exclusive Use of the Private Lounge

 

(vi)       Complimentary Servicing/Cleaning of Firearms

 

(vii)      Free Use of the Shooting Range

 

(viii)     10% discount on shooting packages;

 

(ix)       10% discount on gun rental

 

(x)        10% discount on additional ammunition

 

(xi)      Expert Members who meet a minimum monthly purchase of P10,000.00 in food and beverages will be entitled to a 5% patronage rebate on the total purchases for the relevant month.

 

(xii)   Expert Members using the function rooms with a total food and beverage consumption (excluding miscellaneous charges such as sound system, electricity and corkage) of at least Php10,000.00 will be entitled to a 5% special patronage rebate on total food and beverage consumption at the function rooms.

 

 

b)   Sharpshooter Members

 

(i)        allowed to have one (1) guest per visit;

 

(ii)       Free use of the Shooting Range;

 

(iii)      Consumable F and B in the amount of P500 per month

 

(iv)      5% discount on shooting packages;

 

(v)       5% discount on gun rental;

 

(vi)      5% discount on additional ammunition;

 

(vii)    Sharpshooter Members who meet a minimum monthly purchase of Php10,000 in food and beverages

will be entitled to a 3% patronage rebate on the total purchases for the relevant month.

 

(viii)    Sharpshooter Members using the function rooms with a total food and beverage consumption (excluding miscellaneous charges such as sound system, electricity and corkage) of at least Php10,000 will be entitled to a 3% special patronage rebate on total food and beverage consumption at the function rooms.

 

 

c)   Corporate Members

 

(i)      Corporate Members may designate up to two (2) Playing Representatives for each Membership Certificate, provided that Corporate Members may not have more than five (5) Membership Certificates.  The Playing Representatives must be the president or a senior ranking officer of the Corporate Member.

 

(ii)     Corporate Members are entitled to use of  Expert Shooting Bays; subject to reservation on a first-come first-served basis.

 

(iii)     Corporate Members have priority use of the Board Room;

 

(iv)     Consumable F and B in the amount of P1000 per month;

 

(v)      5% discount on shooting packages;

 

(vi)     5% discount on gun rental;

 

(vii)    5% discount on additional ammunition;

 

(viii)   Corporate Members who meet a minimum monthly purchase of Php10,000.00 in  Food and Beverages will be entitled to a 5% patronage rebate on the total purchases for the relevant month.

 

(ix)   Corporate Members using the function rooms with a total food and beverage consumption (excluding miscellaneous charges such as sound system, electricity and corkage) of at least Php10,000.00 will be entitled to a 5% special patronage rebate on total food and beverage consumption at the function rooms.

 

 

d)   Playing Representatives shall enjoy the rights and privileges of the Corporate Member for the period during which the Corporate Member designated them as such.  However, Playing Representatives are not entitled to extend their rights and privileges to their immediate family members or guests.  Playing Representatives have no right to transfer, sell, or assign the Membership Certificate or its appurtenant rights.

 

 

e)     Honorary Members shall be entitled to enjoy privileges in the Club as may be granted by the Board for a period of one (1) year from election by the Board.  Honorary Members have no right to transfer, sell, or assign the Membership Certificate or its appurtenant rights.

 

 

 

Rule 3.3. Family Members. - Subject to such limitations, rules and regulations as the Board may from time to time promulgate, members of the immediate family of a Club member in good standing are entitled to enjoy and use the privileges and facilities of the Club. For purposes hereof, the term "members of the immediate family" of a Club member shall mean any of the following:  (a) the member’s legitimate spouse; and (b) unmarried children from ages 21 to 25.

 

 

Rule 3.4. Membership Cards. - Members, dependents and guests are required to present their cards prior to the use of the club facilities. All members and their immediate family members shall obtain Membership cards issued by the Club and must submit the same when signing chits. The Club enforces a “No membership cards, no service” policy. When card is unavailable, Members and immediate family members are required to secure a 1-day card and affix their signatures thereon. Receptionist shall forward the 1-day card to the Membership Office for verification. The one 1-day card will be automatically charged to the account of the member in any amount fixed by the Membership Committee and approved by the Board. A replacement fee for a lost card will be charged such amount fixed by the Membership Committee.

 

 

Rule 3.5.  Payment of Dues, Fees and Other Assessments. - Members are obliged to pay monthly Club dues and such other fees and assessments as may be prescribed from time to time by the Board of Directors.

 

 

Rule 3.6. Sponsoring of Tournaments, Conferences, Social Gatherings. - All members are entitled to sponsor tournaments, conferences, or gatherings.  However, tournaments shall be subject to the prior approval of the Board.  Political conventions or meetings shall not be allowed on the Club premises. In all cases, the sponsoring member/s shall be responsible for the expenses of the event and the appropriate behavior of their guests.

 

 

Rule 3.7.  Guests. - The privileges and facilities of the Club may be extended by the Managing Director to distinguished visitors, duly accredited foreign diplomatic or consular officials, or members of foreign shooting clubs with letters of introduction from their respective clubs.

 

 

 

RULE 4

 

MEMBERS’ ACCOUNT

 

 

Rule 4.1. Accounts. - The accounts maintained by the Club with members, dependents, and guests shall be only for purchases made directly from the Club or for services rendered by the Club.

 

a)     The Club office is authorized to receive cash and/or cheques of members in payment of Club accounts, to be duly acknowledged by the standard Club-printed receipts.

 

b)      Members, immediate family members and/or guests are not permitted to obtain cash in exchange for IOU’s or cheques.

 

c)       Bouncing cheques issued by a member in payment for his accounts shall be made good within 48 hours.

 

d)      Members shall submit their membership cards before transacting business with the Club. Chits or invoices may also be signed by immediate family members and guests of members who must also submit their cards. The member is, however, responsible for any liability to the Club incurred by his immediate family members and guests. One (1) copy of the invoice or chit will be given to the member, spouse, dependent or guest.

 

 

Rule 4.2.  Billing. - The member shall be billed at the end of each month and pay the same within thirty (30) days from the date of the bill. Unpaid accounts shall be subject to a penalty of five percent (5%) per month. The membership of any member with unpaid accounts for more than 60 days may be sold by the Club after due notice to the member to satisfy the claim.

 

 

Rule 4.3. Posting of Names of Delinquent Members. - If the account of any member remains unpaid by the end of the month following that in which  the account was incurred, his name shall be posted as delinquent.  While his name is posted, the member shall not be allowed to enjoy the privileges of the Club.  A member cannot avail of his deposit to settle his unpaid accounts unless he resigns as a member.

 

 

Rule 4.4. Delinquent Members. - The Membership Certificates of Members whose names appear on the delinquent list for a period of more than thirty (30) days shall be sold at auction. A Member may pay his account at any time before the auction sale of his Certificate.

 

 

Rule 4.5. Consequences of Delinquency. - A delinquent member shall continue to be liable for, his fees and dues. A member on the  delinquent  list  who  proceeds to enjoy any Club privileges shall be deemed automatically suspended for  a period of sixty (60) days from the date of violation. If, during the suspension period, he again proceeds to enjoy any Club privileges, he shall be automatically expelled from the Club. The suspension   shall   subsist   despite   payment   of   the   delinquent   account during tile suspension period. Delinquent accounts shall be charged a carrying fee of five percent (5 %) per month or fraction of a month.

 

 

Rule 4.6. Lien on Certificate. - The Corporation shall have a first lien on every Membership Certificate to secure debts of the member. This lien may be enforced by the Corporation by ordering the sale at auction of the Membership Certificate. The proceeds of the sale of the Certificate shall be applied to pay the debts of the owner thereof in relation to his membership to the Club.  The remainder, if any, shall be returned to him.  If the proceeds derived from the sale of the Certificate are not sufficient to pay in full the indebtedness of the owner thereof, he shall continue to be under obligation for the unpaid balance.  If the owner of the Certificate fails or refuses to surrender the same for cancellation after the auction sale, cancellation shall be effected on the books of the Club based on a record of the proceedings, and such cancellation shall render the unsurrendered Certificate null and void.

 

 

 

RULE 5

 

DISCIPLINARY MEASURES

 

 

Rule 5.1.  Just Causes. - Violation of any provisions of these By-Laws, the rules and regulations of the Club, or the resolutions or orders duly promulgated by the Board of Directors shall constitute  just  causes  for suspension or expulsion from the Club.

 

 

Rule 5.2. Procedure. -  The Board of Directors shall promulgate and adopt such procedures in disciplining the members provided the minimum requirements of due process are observed. 

 

 

Rule 5.3. Suspension. - Members suspended by the Board of Directors are disallowed entry in the Club premises and the use of any of the facilities. The suspension shall take effect from the day indicated in the notice and shall cover the member’s dependents, guests and visitors. During the period of suspension, the suspended member shall continue to pay his monthly dues. No member shall be allowed to sponsor a suspended member to use any of the Club facilities.

 

 

Rule 5.4. Consequences of Expulsion. - In case a penalty of expulsion has become final, the Membership Certificate of the  member  concerned  shall  be cancelled and disposed of in accordance with such rules and procedures as may be promulgated by the Board of Directors for the purpose.

 

 

 

RULE 6

 

HOUSE RULES

 

 

Rule 6.1. Conduct. - Members, their immediate family members, guests, and visitors are expected to observe the Club safety rules and regulations and conduct themselves within the Club premises in a manner befitting ladies and gentlemen on all occasions. Members shall be responsible for all acts and omissions of dependents and guests as well as all debts and liabilities to the Club that may be incurred by such dependents and guests.

 

 

Rule 6.2. Dress Code. - Shooters must wear proper attire and footwear at all times. No slippers are allowed inside the Sky Range Shooting Range.

 

 

Rule 6.3. Entry into the Premises. -

 

a)       All members must observe published operation hours.

 

b)       Immediate family members may not bring guests/visitors.

 

c)       Minors are not allowed in the Club premises.

 

d)       All visitors must sign in designated logbooks. All guest/visitor fees will be charged to the member’s account.

 

e)       Pets are not allowed in the Club premises.

 

 

Rule 6.4. Rules on the Use of Shooting Range. -

 

a)      Only members and authorized guests of Sky Range Shooting Club are allowed to enter and use the Sky Range Shooting Range and its facilities.  All shooters must be at least 18 years old.

 

b)     Range badges shall be worn exposed at all times when shooting. They may not be loaned or transferred. The Sky Range Management reserves the right to request additional photo identification to confirm identity. Non-shooting members shall display their range badge or current club membership card when inside the Sky Range Shooting Range premises.

 

c)     Persons under the influence of drugs and/or alcohol are not allowed inside the Sky Range Shooting Range premises.

 

d)     All members, immediate family members, playing representatives, guests, and visitors must sign in to establish playing priority. Use of facility shall be on “first-come, first-served” basis, following the established priority. Membership status determines priority in the following order:  Expert/immediate family member, Sharpshooter/immediate family member, Playing Representative, Guest.

 

e)      The Management will determine “Reservation Procedures.”

 

f)    Only firearms and ammunition authorized by SkyRange Management Inc. are allowed inside the Sky Range Shooting Range.

 

g)      Sportsmanship and courtesy must be observed at all times.

 

h)     No food and beverage of any kind, except bottled or dispensed water, will be served inside the shooting range. Eating or drinking inside the SkyRange shooting bays is not allowed.

 

i)       Horseplay is prohibited.

 

j)       Spectators shall stay behind the viewing window.

 

k)     Any violation of the safety rules, policies, etiquette, or Range Officer's instructions can be cause for removal from the SkyRange Shooting Range.

 

 

Rule 6.5. Rules on the Use of Other Amenities. -

 

a)      Members, immediate family members, playing representatives, and guest/s may avail of the food and beverage services, facilities and function rooms upon presentation of the membership card. Visitors must, however, be registered and accompanied by a member at these facilities and function rooms.

 

b)      Use of the Club’s food and beverage facilities and function rooms are to be made only in the name of the member.

 

c)      Members, immediate family members, playing representatives, and guests shall not be served at any food and beverage outlet, or allowed to use facilities, unless he/ she presents the membership/ guest card. In case the membership/ guest card is not available, a temporary card must first be obtained before any service is initiated.

 

d)    Functions may be sponsored by any member provided s/he is present during said function and settles all expenses incurred as a result thereof. Members with delinquent accounts are not allowed to use any function rooms/area.

 

e)     Drivers, bodyguards, security personnel, and trainers are not allowed in any of the food and beverage facilities and outlets.

 

 

Rule 6.6. Rules on the Use of Locker Rooms. -

 

a)     Quiet and proper decorum should be observed in the locker rooms at all times.

 

b)     Food and beverage may not be served, or taken into the locker rooms at any time.

 

c)      Lockers may be rented on a daily, monthly, or annual basis.

 

d)     Valuables should be deposited for safekeeping.

 

e)      Personal items should be kept inside the locker and should not be left hanging outside or on top of the lockers.

 

f)      Use of any form of photographic equipment within the locker room is not permitted.

 

 

Rule 6.7. Prohibited Acts. –

 

a)     Radios, transistors, CDs, MP3s, USBs etc. shall not be played in the Club except for approved functions.

 

b)    Food shall not be brought into the Club premises, except for functions/parties, in which case a corkage charge may be imposed. Food and drinks of any kind shall not be served or consumed inside the Shooting Range.

 

c)     Gambling and loan sharking within the Club premises are strictly prohibited.

 

d)     Smoking is prohibited except in designated areas.

 

e)     All drugs prohibited by law are not allowed in the Club premises (as defined by Dangerous Board Act).

 

f)     The carrying of firearms within the Club premises is prohibited except for the Club Security Officers in uniform, Security Guards accompanying the President of the Philippines, and those persons authorized by the Board of Directors. Members who bring their personal firearms and ammunitions shall be charged with the corresponding corkage fees; documents must be provided to the Club;

 

g)     Tipping to Club employees is  allowed. The TIP is pooled and distributed at a given time to employees.

 

h)     Notices may not be posted within the Club premises without approval of the Club Manager.

 

 

Rule 6.8. Lost and Found. -

 

a)     Owners of lost articles should immediately report the loss to the Office of the General Manager. Upon claiming the lost item, the owner shall sign an acknowledgement receipt at the Office of the General Manager.

 

b)     Members, guests or dependents are requested to immediately report and surrender found articles to the Office of the General Manager. An acknowledgement receipt will be issued to the finder, indicating the article/s surrendered. The Club personnel shall turn over found articles to the Office of the General Manager. An acknowledgement receipt will be issued, indicating the article/s submitted.

 

 

Rule 6.9. Care of Club Property. - Club property shall not be removed from the premises, defaced, or destroyed.  The Member shall be liable for any property broken by him, his immediate family members, guests or visitors, or in the case of a Corporate Member, by its Playing Representatives.

 

 

 

RULE 7

 

WAIVER

 

 

The Club assumes no responsibility for the safety of persons using the Club or for property belonging to members, dependents, guests or visitors. Members and their immediate family members, guests, visitors, shall sign a waiver releasing and discharging the Club and its representatives from any and all liabilities arising out of participation in the activities organized, sponsored or managed by the Club or the use of any of the Club’s facilities, grounds or equipment.
